Submission to the UN Working Group on the Use of Mercenaries

The Citizen Lab submitted input to the UN Working Group on the Use of Mercenaries to inform its upcoming report regarding the use of technology in the operations and activities of mercenaries, mercenary-related actors and private military and security companies.

The authors highlighted key legal and policy issues raised by state reliance on the private sector in digital operations undertaken for national security, law enforcement, or intelligence purposes, which remain significant obstacles to ensuring compliance with international human rights law.
